Job Summary

Encore Pavement is seeking a Human Resources Payroll Generalist who thrives in a fast-paced environment, delivers exceptional service, and embraces challenges. This role will oversee time and attendance records, process accurate weekly payroll, and support the HR Manager with various human resource functions.

The ideal candidate will be responsible for managing the full employee lifecycle and supporting day-to-day office operations.

Essential Job Duties & Responsibilities

• Process timely and accurate weekly payroll, including salaries, hourly time entry, benefits, garnishments, taxes, and other deductions.
• Submit payroll-related transactions such as 401(k), child support, and other withholdings each pay period.
• Maintain accurate records and reports of all payroll transactions.
• Coordinate new hire processes including applications, drug testing, and physical screenings.
• Conduct background checks and verify employment eligibility for new hires.
• Prepare and facilitate new hire orientation and assist with safety training.
• Enter employment data in Paycor and Access Database (e.g., new hires, terminations, changes).
• Handle employment-related inquiries from applicants, employees, and supervisors, referring complex or sensitive matters to the HR Manager.
• Ensure compliance with federal, state, and local employment and payroll laws and regulations.
• Follow HR best practices; regularly review policies and procedures to maintain compliance.
• Stay up to date on industry trends, best practices, and regulatory updates in HR and payroll.
• Conduct regular audits for payroll and employee data accuracy; make corrections as needed.
• Participate in safety meetings and promote a culture of safety in the workplace.
• Support the HR Manager in implementing personnel policies and practices in line with legal and regulatory standards.
• Provide cross-functional support and backup coverage for administrative personnel as needed.
  
  

Qualifications (Experience, Education & Certifications, Key Attributes)

• 3+ years of full-cycle payroll experience required.
• Bilingual in English and Spanish preferred.
• Bachelors degree in Human Resources, Business Administration, or a related field preferred.
• HR certification is a plus (PHR, SPHR, SHRM-CP, or SHRM-SCP).
• Strong attention to detail and accuracy.
• Highly organized with a strong aptitude for learning.
• Ability to manage multiple priorities in a fast-paced, dynamic environment.
• Proven track record of consistent follow-through and communication.
• Exceptional customer service skills and a genuine desire to be part of a collaborative team.
• Proficient in Microsoft Office applications (Outlook, Word, Excel).
• Must pass all required pre-employment screenings.
