Position Summary & Responsibilities:
Position Summary: The incumbent will oversee the administrative function of Troop T - Air Support Unit to ensure the unit's legislative funding is meeting its statutory requirements as well as the additional administrative programs of the Troop. These programs include but are not limited to monthly, quarterly, and yearly flight reports, budget forecasting and execution by month and fiscal year, and contracts and vendor management, research for grant opportunities. This position is supervised by the Troop T Commander - Captain.
Validates monthly law enforcement aircraft fund report(s) and uses historical data to prepare fiscal projections against forecasted operational expenditures; Reconciles and validates monthly reports and flight data to assist the Troop Commander, Director Maintenance, and Operations Lieutenants in Law Enforcement Aircraft fund management and reporting; and Generates a "glide-slope" for budget execution which will directly assist the Troop Commander in identifying and balancing operational requirements and in fund management.
Completion of monthly, quarterly, and yearly aircraft usage and mission type statistics. Utilizes the flight crew's completed daily flight logs (HP-196 entries) to enter data to generate monthly, quarterly, and yearly aircraft usage for agency and legislative presentations; Completes budget and fiscal reports using aircraft usage information monthly; Maintains publications and databases critical to safety of flight and that meet regulatory requirements; Handles Troop T data collection and reporting as assigned by the Troop Commander, including unit aircraft reports, fiscal reports, budget forecasts, legislative special projects, and P&GA required data and reporting requirements.
Maintains records of Air Support Unit special equipment, parts, services, training, contracts, and purchasing requirements; Works closely with Troop T supervisors, the Director of Maintenance, and the Troop Commander to determine what purchase requests need entered and when a P-card can be utilized; Creates requisitions in the SMART (Statewide Management Accounting and Report Tool) system and/or KHP Inventory Management system, ensuring compliance with state purchasing policies and procedures; Reviews and tracks supply orders and updates SMART records on status of shipments; Receives supply orders and ensures all ordered items are received and in acceptable condition; Reviews invoices for correct unit prices, accuracy of computations, and overall conformity, in a timely manner; Records all invoices received and forwards to Headquarters for payment; Assists Fiscal staff in resolving billing discrepancies and questions with vendors; Researches payments in the SMART system and reviews the paid files in response to phone inquiries from vendors; Develops professional customer service relationships via telephone and e-mail conversation with vendors; Prepares financial reports; Enters and researches purchases using SMART and MS Excel; Completes contract requests and requirements; and Tracks authorized vendors

Qualifications:
Education: High School Diploma or GED equivalent.
Licensing & Certification: Valid Driver's License.

Necessary Special Requirements:
Minimum Requirements: Six months of experience in providing direction necessary to implement the objectives of an agency, program, or organization unit. Education may be substituted for experience as determined relevant by the agency.
Preferred Qualifications: Training in SHARP, SMART, Microsoft Office & Teams software programs, general office practices, English grammar, and aviation industry knowledge.
Ability to: speak clearly and concisely in person and on the telephone; Establish and maintain effective working relationships; Communicate effectively, verbally and in writing, with fellow state employees and the general public; Be proficient with Microsoft Windows and Excel software programs; Listen, comprehend and respond to fellow employees and general public via telephone or in person; Perform basic mathematical calculations; Accurately proofread; Multi-task and read and write comprehensively;
Knowledge of: Office procedures, procurement, and payroll; and aviation specifics concerning aircraft, airports, and the aviation industry is preferred.
Post-Offer, Pre-employment Requirements: Must submit to and pass a thorough background check including fingerprints. Ability to lift up to 30 lbs., sit, walk, and stand, repeatedly bend, stretch, twist, stoop, or reach out with body, arms and/or legs.
