Chief Financial Officer

Description:

Maize USD 266 is seeking a Chief Financial Officer. Candidates available for immediate hire or July 1, 2026 start date will be considered.

The Chief Financial Officer (CFO) provides leadership, direction, and oversight for all financial operations of the district, ensuring fiscal integrity, accountability, and strategic alignment with district goals. The CFO serves as a key advisor to the Superintendent and Board of Education on financial planning, budgeting, and resource allocation, and is responsible for maintaining compliance with all applicable state and federal laws, regulations, and accounting standards.

Qualifications:

Education/Certification: Bachelor's degree in Business Administration, Accounting, Finance or a related field, Master's degree preferred, CPA or MBA preferred

Special Knowledge/Skills: Thorough knowledge of governmental accounting, budgeting, and auditing practices; Demonstrated leadership, communication, and organizational skills; Ability to analyze complex financial data and present clear, actionable recommendations.

Experience: Minimum of five (5) years of financial management experience, preferably in a public school or governmental setting.

Major Responsibilities and Duties:

Financial Leadership and Strategy

  • Serve as the district's chief financial advisor to the Superintendent and Board of Education.
  • Develop and implement long-range financial strategies to ensure fiscal health and support district goals.
  • Prepare and present financial forecasts, analyses, and reports for district leadership and the Board.
  • Provide financial guidance in support of strategic initiatives, collective bargaining, and capital planning.
  • Assist the Superintendent with the legislative process and priorities of the District.
Budget Development and Management

  • Lead the development, presentation, and administration of the annual operating and capital budgets.
  • Monitor revenues and expenditures to ensure alignment with the adopted budget and state requirements.
  • Prepare and present budget amendments, forecasts, and financial updates throughout the year.
  • Support principals and department heads in understanding and managing their budgets effectively.
  • Complete required reports necessary to obtain local, state and federal funding.
Accounting and Financial Operations

  • Direct and supervise all accounting, accounts payable/receivable, and purchasing operations.
  • Maintain and enforce strong internal controls to safeguard district assets.
  • Oversee, monitor and audit activity funds.
  • Ensure compliance with the regulatory basis of accounting, as well generally accepted accounting practices, and state regulations.
  • Oversee grant accounting and financial reporting for federal, state, and local programs.
Auditing and Compliance

  • Coordinate the district's annual audit and act as liaison with external auditors.
  • Ensure compliance with federal and state reporting requirements.
  • Implement recommendations from audit findings and maintain a culture of accountability.
Revenue, Cash, and Investment Management

  • Manage district cash flow, investments, and debt service programs in accordance with Board policy.
  • Oversee the receipt and accounting of property taxes, state aid, and other district revenues.
  • Monitor enrollment trends and their impact on funding projections.
Purchasing and Procurement

  • Develop, implement, and monitor purchasing procedures consistent with Board policy and state law.
  • Assist District bidding process, contracting, and vendor management to ensure fairness, transparency, and cost efficiency.
Facilities and Capital Planning

  • Manage financial aspects of bond programs and construction accounting.
Leadership and Supervision

  • Supervise, train, and evaluate business and finance department staff.
  • Promote professional development, efficiency, and excellent customer service within the business office.
  • Foster a collaborative and transparent work culture focused on service to schools and departments.
Communication and Collaboration

  • Communicate financial information clearly to diverse audiences including the Board, staff, and community.
  • Serve as an active member of the Superintendent's leadership team, contributing to district-wide planning and decision-making.
  • Provide data and analysis to support compensation studies and negotiations.
Policy and Regulatory Oversight

  • Develop, review, and recommend financial policies and administrative procedures.
  • Maintain awareness of state and federal school finance laws and ensure district compliance.
  • Follow district safety protocols and emergency procedures.
  • Maintain confidentiality as appropriate in order to comply with district, state and federal laws.
  • Perform other duties as assigned to ensure the efficient and effective functioning of the department and district.
