Description

Salary Placement: This position is typically hired at a salary level ranging between the minimum ($82,945.00) and midpoint ($129,039.00) of the salary range listed in the job bulletin. Final compensation dependent on experience, qualifications, and internal equity.
Employment Type: At-Will/Non-Union Represented.
Schedule: Flexible (9/80; after the training period is satisfactorilycompleted). A flexible schedule is dependent on satisfactory job performance, conduct, and attendance and/or may be withdrawn at any time to meet agency needs.

*This position requires 2 days in-person at Access Services HQ in El Monte and allows for three days of remote work per week. Hybridschedule is dependent on satisfactory job performance, conduct, and attendance and/or may be withdrawn at any time to meet agency needs.

NOTE: The Project Administrator classification is eligible for a monthly bilingual allowance in the amount of $100 (equivalent to $46.15 biweekly). The department/agency will determine whether the language usage is sufficient to qualify for a stipend based on the results of a bilingual in Spanish assessment.

SUMMARY
Reporting to the Manager of Operations, the Project Administrator acts as the lead technical representative for the oversight and administration of competitively bid transportation provider contracts.
An employee in this classification possesses a significant level of specialized, technical, or functional expertise in paratransit, transit, and or operations contract management. The employee is assigned significant responsibility above employees within the operations department. Responsibilities include diverse, specialized, and complex professional and contractual assignments involving significant accountability and decision-making responsibility. Incumbents at this level provide direct supervision to the Operations Service Monitor level positions.
This classification is distinguished from the Senior Operations Service Monitor position by the complexity and scope of the work performed, the decision-making authority authorized, the level of independence provided, and the ability to directly and fully supervise professional-level staff.
SUPERVISORY RESPONSIBILITIESReceives administrative direction from the Senior Manager of Operations.
Depending on the level of assignment, may provide supervision to one or more support staff including the Senior Operations Service Monitor or Operations Service Monitor positions.

Examples of Duties
Duties may include, but are not limited to, the following:

  • Supervises, directs, and oversees a group of employees in one or more sections or programs within a department.
  • Serves as the lead technical representative for the oversight and administration of competitive bid transportation provider contracts.
  • Places particular emphasis on operational safety and participates in collision/incident review meetings and contractor safety meetings.
  • Trains, evaluates, and coaches subordinate staff.
  • Analyzes the efficiency and effectiveness of paratransit operations at assigned contractor locations; works collaboratively with contractor's General Manager and staff to ensure that the contractor is meeting Key Performance Indicators and that their performance meets the contract's scope of work.
  • Assists with the development of scopes of work, contract amendments, operational bulletins, and policies and procedures. Evaluates contract proposals, contract amendments, and performance letters.
  • Maintains contract files.
  • Works collaboratively with Access Departments including Customer Relations, Procurement, and Accounting to carry out essential duties and responsibilities.
  • Communicates policy changes and clarification to staff, contractors, riders, government agencies and social service agencies.
  • Reviews, interprets, and analyzes new and proposed contracts; and takes appropriate action to address performance issues; informs management of issues; and ensures contract compliance concerns are addressed.
  • Conducts annual performance reviews for assigned staff.
  • Conducts on-site visits at contractor locations and assists subordinate staff with on-site audits.
  • Contacts stakeholders for the resolution of customer issues.
  • Works with government and social service agencies.
  • Delivers presentations to, and engages with riders at, community meetings and public hearings.
  • Delivers presentations to the Access Community Advisory Committee (CAC), Transportation Professionals Advisory Committee (TPAC), Board Committees, and Board Meetings.
  • Identifies opportunities to improve business processes and devise plans to implement these changes.
  • Supports Access' emergency response, through the Access Emergency Operations Center, during activation for an emergency or disaster.
  • Completes special projects as directed, including but not limited to the development of policies, procedures, audits, operational bulletins, and operational analysis.
  • Additional duties relevant to the position may be assigned.
Typical Qualifications
A combination of education, experience, and training that has provided the necessary knowledge, skills, and abilities is required for entry into the classification. Education: A bachelor's degree with coursework in public administration or a field related to the area of assignment.

Experience: Must possess at least two (2) years of paratransit operations experience; or

Combination of Education and Experience: An associate's degree with coursework in public administration or a field related to the area of assignment, or significant progress towards a bachelor's degree, with 5 years of paratransit operations experience.

License/ Registrations:

* *Successful applicants for this position will be required to obtain a copy of their driving record from the California State Department of Motor Vehicles before being appointed. A copy of your driving record must be presented at the time of your appointment. The license must not be suspended, restricted, or revoked.

An applicant whose driving record shows two or more moving violations within the last two years will not be appointed. The Department of Motor Vehicles (DMV) driving history must be dated within the last thirty (30) days of the application processing period. A DMV record obtained via the internet or online will NOT be accepted.
  • By the time of appointment, must have a valid Class C California Motor Vehicle Driver License.
  • The license must not be suspended, restricted, or revoked. AN APPLICANT WHOSE DRIVING RECORD SHOWS MORE THAN ONE (1) DMV POINT VIOLATION WITHIN THE LAST YEAR, WILL NOT BE APPOINTED.
  • Must be insurable under Access' vehicle insurance program (disqualifying factors include V.C. misdemeanors).
Certificates: Completion of (or ability to complete within the first six months in the position):
  • National Incident Management System (NIMS) ICS Certifications in the following courses: 100, 200, 300, and 700;
  • Transit Management and Paratransit Certificate Series from the University of Pacific.

Access contributes 80% of dental insurance premiums for employees and eligible dependents enrolled in a dental preferred provider organization (DPPO). Vision

All regular full-time employees and eligible dependents may participate in Access' preferred provider organization (PPO) vision plan through VSP. Coverage begins the first of the month after 30 days of employment for all new full-time employees. Access contributes 80% of vision insurance premiums for employees and eligible dependents enrolled in a preferred provider organization (PPO). The employee contribution of 20% is made via payroll deduction.

Upon separation of employment, plans in effect may be continued under COBRA regulations, as required by law.

Chiropractic Care Coverage

All regular full-time employees and eligible dependents enrolled in Access health plans may have access to Chiropractic/Manipulation Therapy. Coverage begins the first of the month after 30 days of employment for all new full-time employees. Coverage is limited to 20 visits per year. Applies to In-Network. The limit is combined across professional visits and outpatient facilities. Access reserves the right to change, modify, or delete the chiropractic coverage.

Long-Term Disability

All regular full-time employees are eligible to participate in Access' long-term disability plan beginning the first day of the month after 30 days of employment. This plan pays an amount equal to 66 2/3% of the employee's monthly earnings, subject to a maximum amount per month, to the age of 65 after an approved waiting period (usually 90 days of disability). All premiums for this benefit are paid for by Access.

Life Insurance

All regular full-time employees are eligible for group term life insurance coverage beginning the first day of the month after 30 days of employment. Access will pay the total premium cost up to a maximum benefit amount up to one time the employee's annual salary.

Flexible Spending Account Plans

All regular full-time employees can participate in the FSA, Flexible Spending Account plan. This plan allows employees to set aside pre-tax income to cover eligible medical and dependent care expenses.

Retirement

CalPERS (California Public Employees Retirement System)
  • Miscellaneous:100% employer-paid, 2% @ 60; and
  • PEPRA Miscellaneous (entered CalPERS system after 1/1/13): 7.75% employee paid as of 7/1/2023, 2%@ 62.
  • Employees are vested after five years of service.
Access also offers two defined-contribution plans through MissionSquare (formerly ICMA-RC), a 403(b) and 457. Defined-contribution retirement plans allow employees to invest pre-tax dollars in the capital markets where they can grow tax-deferred until retirement. Participation is both voluntary and self-directed. Employees may voluntarily contribute via payroll deduction, up to the maximum amount allowable as defined annually by the Internal Revenue Service code. Employees are 100% vested in this plan.

No employer contributions are recognized in these plans.

Paid Time Off (PTO)
All regular full-time employees accrue PTO from the first day of employment. Access provides employees with Paid Time Off (PTO) for vacations, illnesses, injuries, medical/dental appointments, religious holidays, personal business, and emergencies as follows:
  • 0-4 years of service, 22 days.
  • 5-7 years of service, 27 days.
  • 9+ years of service, 32 days.
